@Angle If the wheel caps are the only problem, flip it over and see if you can remove one caster. If that works, tie it to a hardware store and see if you can get replacements with the same mountings. That would be a lot cheaper than getting a whole new chair.
@BigBoppa I suspect the wheel caps are just the first sign, and the whole thing is going to start falling apart soon. it was not an expensive chair. :/
