Just got the #RateLimited warning again. It hasn't happened for a few days.

And yes, I'd be thrilled if the reason was that my neighborhood is filled with Wonkodonners, but probably not *sigh*

Likely. You may want to clear your browser cache and cookies and see if that fixes it. Not as a solution but for troubleshooting.
If I didn't know where you lived I would suggest that too many people at your ISP are on Wonkodon, but I'm guessing that's not the case.
